A new report from the Office of Inspector General (OIG) found that the Centers for Medicare and Medicaid Services (CMS) inappropriately paid $729.4 million (12 percent of the total) in incentive payments to eligible professionals who did not meet meaningful use requirements, as well as $2.3 million for those who switched between the Medicare and Medicaid incentive programs. OIG recommends that CMS recover or attempt to recover the incentive payments. OIG also recommends that CMS review a random sample of EP’s documentation supporting their self-attestations to identify inappropriate incentive payments that may have been made after the audit period, as well as education EPs on proper documentation requirements. OIG also recommends that CMS employ edits within the National Level Repository system to ensure that an EP does not receive payments under both EHR incentive programs for the same program year.
