On May 17, 2021, your Academy’s State Advocacy Committee released a call to action asking all members in Delaware to contact their legislator in opposition to House Bill (H.B. 141) and H.B. 21. H.B. 141 would remove the current requirement that APRNs seeking full practice authority must practice according to a collaborative agreement with a physician for two years and a minimum of 4,000 full-time hours. Moreover, H.B. 21 would replace the current pathway with a weak and ambiguous requirement that APRNs must, “practice for at least 2,080 hours as an APRN in a role and population focus congruent with the applicant’s education and training.” This language is concerning as it reduces the minimum practice hours and does not require APRNs to practice and receive training in collaboration with any other health care professionals during this time frame, including a physician.
